課程概述

Over 3000 international investment agreements (IIA) currently operates through Bilateral investment treaties (BITs) and investment protection provisions of free trade agreements (FTAs). Investment agreements are concluded by the investor’s home country and the host country. Its aim is to protect the investor and investment made in the territory of the host country. By the nature of mixing public-private law, investment treaties usually have a wider implication for the domestic regulatory regime of host states. Notable examples include trade, tax, intellectual property, renewable energy, environment and public health policies. How to balance investor’ rights and the host state’s right to regulate in public mattes has thus become a topical issue in investment relations.
On dispute settlement, foreign investor are given the direct rights to use international arbitration challenging the host state’s measures. The arbitral rules of the ICSID (International Centre for Settlement of Investment Disputes) and United Nations Commission International Trade Law Arbitration Rules (UNCITRAL) are the two rules which have been most commonly used. As practiced, the number of investor-State arbitrations has mushroomed as hundreds of millions of dollars have been awarded as compensation remedies. Investment arbitration usually affects a wider public interest of a host state and thus has invited hot debates within international economic community.
Tentative topics to be discussed follow.

課程目標
The course is designed to help students establish the basic capacity to deal with issues on foreign investment law. It will also help students have good basic knowledges of investment arbitration.
 
課程要求
1. Class sessions will be conducted by lectures, students’ presentations and discussions.
2. Each student is required to pick up a topic and make presentation in class. The topic shall be approved by the instructor.
3. The Power-Point slides should be delivered to the instructor, teaching assistant and students via e-mail and ceiba three days prior to presentation.
4. Each student is required to write a term paper at the end of the semester. The topic of the term paper needs to be approved by the instructor. The 10-page full-paper should use blue book citation.
5. Attendance for all classes and active class participation is strongly encouraged. In no event, the participants should miss two classes without good reason.
6. The course evaluation will be based on class participation (including attendance and discussion) (40%), the presentation (30%) and the final term paper (30%).

講題: Towards providing digital immunity to humanitarian organizations
大綱:Humanitarian action, the process of aiding individuals in situations of crises, poses unique information-security challenges due to natural or manmade disasters, the adverse environments in which it takes place, and the scale and multi-disciplinary nature of the problems. Despite these challenges, humanitarian organizations are transitioning towards a strong reliance on digitalization of collected data and digital tools, which improves their effectiveness but also exposes them to computer security threats. This talk presents the first academic effort seeking to understand and address the computer-security challenges associated with digitalizing humanitarian action.

First, I will describe a qualitative analysis of the computer-security challenges of the International Committee of the Red Cross (ICRC), a large humanitarian organization with over sixteen thousand employees, legal privileges and immunities, and over 150 years of experience with armed conflicts and other situations of violence worldwide. Second, I will present a research agenda to design and implement anonymity networks, block chains, and secure-processing systems addressing these challenges, and to deploy them in collaboration with the ICRC. I will close with a discussion on how to generalize our approach to provide digital immunity to humanitarian and other at-risk organizations.
簡歷:After having enjoyed sun bathing at INRIA Sophia-Antipolis, and actual bathing at the MPI-SWS, Stevens is now skiing in Switzerland where he's a research scientist at EPFL. His Ph.D. thesis on the privacy analysis of the Skype protocol has has led to privacy enhancements of the Skype architecture which is daily used by hundreds of millions of users. His post-graduate work on anonymity networks was qualified of the "[next generation] anonymity network closest to deployment" by ArsTechnica. He is one of the first academic researchers to have studied the computer security practices of politically-motivated attackers and their targets. His research has been published in leading conferences such as Oakland, Usenix Security, NDSS, SIGCOMM, and IMC.

05/21  講者:王廷基 教授 (Ting-Chi Wang received the B.S. degree in Computer Science and Information Engineering from National Taiwan University, Taipei, Taiwan, and the M.S. and Ph.D. degrees in Computer Sciences from the University of Texas at Austin, USA. He is currently a Professor in the Department of Computer Science and the Institute of Information Systems and Applications, National Tsing Hua University, Hsinchu, Taiwan. His major research interest is in VLSI physical design automation.
Dr. Wang received Best Paper Awards respectively from 2006 ASP-DAC and 2015 ISPD for his works on redundant via insertion and triple patterning layout decomposition. He supervised teams to win the first place at 2008 ISPD Global Routing Contest and the third place at 2018 ISPD Initial Detailed Routing Contest. He was the Technical Program Committee Co-Chair of 2018 VLSI-DAT and the General Chair of 2015 SASIMI. He also served on the technical program committees of major EDA conferences, including ASP-DAC, DAC, DATE, ICCAD, and ISPD. He was an Associate Editor of ACM TODAES from 2013 to 2016.)

大綱:Routability has become a very challenging issue for modern VLSI design. In this talk, effective routability estimation approaches, respectively from the global routing and track assignment perspectives, will be introduced. Experimental results will be shown to support these approaches as well.

講題: Timing Macro Modeling for Efficient Hierarchical Timing Analysis
大綱: As designs continue to grow in size and complexity, EDA paradigm shifts from flat to hierarchical timing analysis. In this talk, we discuss timing macro modeling, which is the key to enable efficient and accurate hierarchical timing analysis. We shall briefly review conventional models and recent research progresses in timing macro modeling. How can timing macro models be made compact and accurate? How do state-of-the art works maintain model accuracy, model size, model generation performance, and model usage performance? Finally, future research directions on timing macro modeling are identified.
